ToAU was XI's golden era even while the story was just learning about why Aht Urhgan deserves to be wiped out.

The problem isn't really the wol being all-powerful, the problem is their Azem-esque charm. We always fix stuff and save the world because everyone loves us. We've ammassed a disconcerting number of powerful allies throughout the expansions, DT even showed a Great Wyrm coming to our rescue to repay the favor we did him. Even if the wol suddenly loses their strength or the Azem crystal, the entirety of Eorzea (and now of Tural/Alexandria) will come to our rescue and lend us their strength. We already know we will win without any major losses against our future adversaries, whoever they may be.

Where they went wrong was moving all of their key staff to develop XVI right in the peak of the WoW exodus. Unfortunately largely bad timing, but it was also a terrible business decision. They sacrificed a golden goose live service game for a mediocre one time purchase game, which, as much as I'm sure we could all do with a little less live service games in our lives, was an awful decision. Kate and Hiroi were both symptoms of FFXVI, because Koji and Ishikawa were both working on it, along with countless other key staff.

Then later in Stormblood post patches when the wol passes out due to Graha trying to summon him, you end up in Ishgard and Fortemp being there to say that Ishgard will always be the Wol's home hit hard and was very unexpected.
