Back in the day games were being made for arcades. There were two places where arcades were really popular and common - Japan and the US. This in turn meant that game development was mostly consolidated to those two regions. When home consoles and personal computers opened new venues for gaming, Europe also entered gamedev in larger numbers. But unlike the US and Japan they didn't have the technical experience due to not having the arcade headstart, which resulted in their early games to have a certain level of "jank" compared to american and jap contemporaries.
The term is relevant for the 90s-00s era and is completely meaningless today since european companies have been making polished games for a very long time.

I feel that you could make a case for the small former Eastern Bloc countries that had zero funding or anything to work from producing games on a shoestring budget. This is especially noticable for the times when mainstream franchises got outsourced to those kinds of devs, Silent Hill Downpour being a notable example.
