Pretty much all classes has a basic bitch combo that gets spelled out to you in the gem tutorial videos, that have fine clear and work all the way up to the endgame. Even basic attacks are ok source for single target damage for everyone.

You just have to change your build planning mentality to one-two comboing skills, over spamming just one skill. Spamming one skill is not going work until you have crazy good gear.

Yes there is. In each League everyone uses a campaign skill for faster clear instead of taking half an hour to clear a mob of zombies with Cleave. The only reason why PoE 1 feels more like you can experiment early on is because a basic Rare Rhoa in Mud Flats already drops you half your rare equipment you need. Again try playing PoE 1 on merciless and you will notice a heavy drop in your damage when all you can wear is white or blue gear.
