The only reason why PoE 1 feels more like you can experiment early on is because a basic Rare Rhoa in Mud Flats already drops you half your rare equipment you need. Again try playing PoE 1 on merciless and you will notice a heavy drop in your damage when all you can wear is white or blue gear.
