If I where to make a balance patch for her I would give her the rolling dodge on a timer similar to rush jet, and the broom/swing range of rush power charged adapter. She would have half of MegaMans hp but be minimally faster and more agile. No consistant range option. No weapon copy system. A lot of roll fan games commit these sins though. Maybe the best one was shattered diamond but after playing the demo I have no love for it as it's a kusoge disguised as a MegaMan game. Picture related, it's a roll.
