But his personality is a black hole that makes him a terrible lead. He has stronger presence in the Dead or Alive games where he serves as more of the guiding master to the young generation of ninjas, steering them in the right direction through cold discipline, but always being willing to step in to help them and get shit done when needed. Ryu himself as a protagonist doesn't work because he is a rock, he doesn't change, doesn't open up, doesn't care about anything beyond doing the same thing he has always done. And those qualities are fine, he is a cool character, just not helpful to have as a protagonist in a story. NG3 basically tries to do the same thing as MGR Revengeance (coincidentally released only about a year apart) and have a hardened killer reckon with his own violent nature and inability to live peacefully in a flawed world, only Raiden is actually a person with emotions and a defined world view that evolves over time.
