Are you from Canada? Because that's the same here and honestly brother that law was a GOOD thing. The government had to implement a system in 2003 for infringement violations due to international trade negotiations we had at the time that required updating the copyright code and opted for that rather than legal penalties on users like Germany. This made piracy effectively "legal" (other than useless letters from your ISP) in terms of punishment at the cost of adding 30 cents to a pack of CDs or $2 to a hard drive. Legitimately the best outcome possible.
