Because the rights are in limbo and microsoft doesn't care to spend the money to fix them up. Bubsy is also only coming back because a successful indie studio approached atari about it.

I really wanted to like Blinx cause he does have cool design and the whole cyberpunk(?) planet of cats with their own alien language is still cool after all these years but the gameplay was not good.

Weren’t they tryna market this thing as the mario killer? Course it didn’t stick around, it only existed to take down mario than be its own thing. Yea crash threw jabs but he was his own thing at the end of the day

The first game is fun at first but it gets very difficult towards the end in a way that I don't think is particularly fun to play. I heard the platinum hits version toned down the difficulty, but I never played that version.
The second game is mostly fun, but there's a lot of bad missteps that hurt the experience, like the constant annoying dialogue that stops the gameplay and the constant tutorials. In terms of difficulty, the second game is baby-tier easy, with the only difficult parts being mostly due to jank rather than intentional design. The second also lacks some of the personality from the first game in addition to the tone being overall more kiddie.
Overall I liked both back in the day and I'd say they're worth playing, but neither game is amazing.

Bubsy is infamous for having one of the worst games ever, so he has notoriety and meme potential.
Blinx's games were just okay, not terrible but not amazing, and that kind of middle of the road reception isn't conducive for getting something rebooted unless it's the passion project of someone with a lot of pull.
