I'm a weeb.If you told me you wanted to make a game about a group of superheroes, the boring response is to just make a narrative-driven action game, like has been done a hundred times before. What I would want to do instead is make a co-op game where players have to protect a city for "a day." The city would be a large map like something from GTA but there would be criminals and supervillains lurking in the shadows plotting to hit various targets. Players would be alarmed when crimes are happening and have to travel to the location to deal with it, but crimes of varying severity could happen across the city all at once, so players would be forced to think about how much manpower they can afford to spare to deal with each one. Individual superpowers might be a factor as well, since some might be better at combat or better at traveling and so on. It would be something similar to a Musou game except most NPCs would be civilians in need of protection and the power level of fights would be higher. At the end of the day, players will be judged based on how much damage to the city the villains were capable of causing. In a story mode, I imagine crimes would be premade and there'll be goals you have to meet or else the people will riot to have you arrested or exiled. But I think replayability will come from a more randomized game mode.
