As of the recent codex Dark Eldar are a joke faction now. Any game idea involving them in a major capacity is DOA.

A sort of city building sim maybe similar to Frostpunk, where you control a genestealer cult with the objective being to take over before a hive fleet arrives. You could have different types of hive cities and worlds be available which have different scenarios and such.You can guide the cult into being more ruthless and taking over by sheer force, or more subtle by influencing upper elites and officials.
