I also had quite a bit of a problem with how flawed her reasoning was for being mad at Rover, I felt like their chance meeting was a bit too flimsy a reason for her to feel betrayed. I get what they were going for, but it just didn't quite make up for the drama. She's a very well written character otherwise that clearly would've acknowledged her actions being wrong, and highly likely attempt to justify it by the means justify the ends kind of view. I genuinely do not think she would have minded at all if Rover did straight up kill her dead, since she did appear to long to 'reunite' with her dead people. Her curse, unfortunately, is that she literally cannot die.

I actually like the fact that Rover didn't bother to save Phrolova, or showed remorse for his actions. It makes for a more mature character, and it is clear that he isn't the type to care for people who are evil, or have aligned themselves with such forces. If it's a character that clearly tries to do good, he will go out of his way to try and save them, e.g. with Cartethyia.
