There's an entire part of the overarching human plotline about how Katrana Prestor is sending ALL of their forces to "fight the Horde" (even though you never see these forces actually ever even fight the Horde at any point) and intentionally ignoring all of the problems plaguing the kingdom's lands. She's also implied to be largely responsible for the Stonemasons getting fucked in the first place.
