In the Wonderswan games, Ryo is the only one that can defeat Millenniumon due to being its partner, but Ryo doesn't exist in all stories so this rule doesn't persist past those specific games. In Digimon NEXT, VictoryGreymon and Z'dGarurumon were special Digimon created to defeat Yggdrasil if it even went amok again, but outside of NEXT's continuity, they're just normal subspecies of WarGreymon and MetalGarurumon. In V-Tamer, UlforceV-dramon is an anomalous Digimon that doesn't exist in any record, but this premise doesn't exist outside of there. And so on, so forth. In Sunburst/Moonlight, the specific set of circumstances that led to Chronomon's birth resulted in it having a Japanese flag plastered on its chest. But outside of that universe, this context doesn't exist. So now it's just randomly Japanese for no reason.

Same goes for ZeedMillenniumon and evne Lucemon. Most major antagonist Digimon get one chance to shine and then never again. Digimon like Quartzmon, Ordinemon, Bagramon and Abaddomon will never be relevant in anything ever again. Even if Millenniumon keeps returning, it's usually in a far lesser role than it was in those original Wonderswan games. So if Chronomon was just a one-off, any idiosyncrasies in its design can be shrugged off.

Chronomon has been MIA since the last DS Digimon Story game so I have no problem with him being reused here in a completely different context.He's like the next Galacticmon, a Digimon that's been missing for so many years before being brought back to be used in other media like the vpets and card games.
