Because the secret is that all cool fashion not designed to be strictly practical has elements we've deemed feminine. Don't go around wearing skirts and thigh highs but shit like accessories and layering that makes an aesthetic is seen as girly on anything but suits, which themselves are intentionally somewhat bland and muted.
Practical clothing like laborer or military uniforms are obviously exempt from this concept but also look stupid to just be wearing casually.
