A high school setting is popular in just about all mediums really:
-High school is a time period where people more actively socialized with each other because of how we were all forced to be under one roof together
-It can be one of the more fonder times of your life as well as one of the more dramatic
-It can invoke feelings of envy in people who were basically social pariahs
-It can define your behavior all throughout your adult life
-Your emotions were also at it's highest and most expressive
-You still had a lot of freedom to do whatever you wanted before adult responsibilities ultimately slowed you down
All of that makes for some good and often relatable story telling.

When I was in high school, the girls I met all seemed so fun and curious. I remember that in my senior year, I went with some friends to play soccer at another school, and I was the goalkeeper and made some good saves, and one of the girls from this other school who was watching came onto the field at the end of the match and gave me a loving kiss on the cheek for playing well. I didn't understand a damn thing at the time because I was pretty dumb, but the following year I started my life at university and this kind of innocent thing disappeared completely, and I only met insane and repulsive sluts from then on.
There's something in the female brain that changes as soon as she leaves high school. That's why all VNs about friendship and dating in Japan take place before this switch is triggered.
