The objective best solution is to not have meaningful gear drop randomly. New gear should be purchased from vendors, be craftable, and unique drop from specific sources like bosses or questlines. Random drops would only include crafting materials and junk to sell vendors.

The easiest solution is to not put the exact same shop item in random early chests lol, put weapon drops deeper into dungeons and make them always an upgrade and make them more rare. I don't think it's particularly rocket science but I'm amazed how many times JRPG titles fuck this up especially in the 90s. But back then there was very limited playtesting so I imagine a lot of jank like this got left in the game that today would have been addressed.
