Why do modern games barely look better or even worse in some cases?

Because they have zero respect for proper, movie-like presentation. Most AAA vidya aspire to be "movies" as well as videogames, but they suck hard on every level because they think that the U5 realism will cover up for their lack of talent. You dont need muh U5 or muh RTX, to deliver an artistically realistic game
