I dont know if that was true for the original, but remake has secondary objectives you can do to limit and shut down respawns

No. Enemy respawning is dependent on level security level. Reduce level security by destroying surveillance cameras.

they do still respawn even if it's 0, but not all of them everywhere, also some story events spawn additional enemies

In the first level they seem to spawn more aggressively. Later floors they might spawn a few in certain areas or none at all. Some spawn feel scripted to happen because executive was a ghost town after I did a full clear.
