Here's what I really don't get, why doesn't Capcom at least try to make a spin-off RE game with classic camera angles and tank controls?

They could build a small team and allocate like $5m to it, which is nothing for them, but would completely mog all the indie games that are trying to fill the void.

That's just the thing: the amount of money RE1-3 generated during their hayday was in no way "little", and it was literally the HD remaster of the REmake 1, released in 2015, that revitalized Capcom from the verge of bankruptcy.

They did, it's called REmaster. Seriously, that re-release was testing the waters. If they ever would have made a fixed camera/tank controls spin off it would have happened back then. Today Capcom is not making spin offs anymore. At least for singleplayer.

If you look at the best sellers on steam it's at least 50% indie/low budget titles with no notable marketing and recognizable name behind them. The market is there, and these low budget games have an ROI that's magnitudes better.

If its not making trillions of dollars of revenue its not worth doing. You could allocate those 30 guys to a bigger project. This might be worth doing if there was enough talent to go around but there isnt, especially in japan where they are already starved of young people entering the workforce.

Opportunity cost. You need to think like a min maxing capitalist. Why would they allocate resources towards something with a small profit return when they can allocate those same resources towards AAA normieslop that is guaranteed a larger return? If they are not making the maximum money possible from a given investment of time, money and resources then they are throwing money away from their perspective.

Testing the waters was definitely an incentive for Capcom to greenlight REmake but it was actually Mikami that wanted to remake RE the way he envisioned it on the PS1 but couldn't because of limitations. The REmake and RE0 didn't sell well so it was clear that tank controls and fixed cameras weren't making money anymore.

I'm talking about the remaster of the REmake tho. It sold like crazy and showed Capcom that there is an audience for it. But apparently not enough to greenlight a new game in that style.

I'd actually love to see a modern fixed camera game but with pre-rendered backgrounds again. With today's tech they could probably make a game that looks 100% photorealistic considering what they were able to do back in 2002. They'd probably never do it though.
