it has some excellent worldbuilding elements (anything to do with the Pale). the rest of the worldbuilding and the story writing are decidedly mediocre.

1. Amnesia turns lots of dialogues into lore dumps (Same with New Vegas and Planescape Torment)
2. Twitter feed of inner voices turns every dialogue into polylogue -- not nice because the NPC lines get less screen time and doesn't convey how random "real" dialogues feel
3. Detective game with "choices matter" but the case is solved the same way regardless of what you do (crazy, that's like the hardest ball drop but muh postmodernism so it's quirky and passable)

As someone who had finished the game with every premade build and considers replaying just for the ~vibes~

Planescape, while has same amnesia set up, instead of politics covers spiritual and philosophical concepts, which is not that *problematic* and being a game that's like 20 years older it holds up to Disco Elysium, which is more like another poke at DE for being a game that rather does P:T again but differently® instead of thinking and improving
Deus Ex, I guess, while doesn't have that much dialogue is thought out cleaner IMO
Also, don't (You) me, but I've just thought that 13 Sentinels: Aegis Rim does writing similar to Deus Ex in terms of throwing a lot of things inspired from sci-fi and making it work and it's half of a visual novel so it has more screen time for dialogues than Deus Ex so it's closer to DE and P:T

InFamous 2 maybe, that has okay writing and all, save for a few contrivances which admittedly dampen the narrative. But, despite writing not being important for vidya, I do think that it's the cherry on top of the ice cream sundae more than anything. If a game has great gameplay and narrative that go hand-in-hand, than it elevates the overall experience even more. I might get flack for this, but I don't mind the game's narrative being told in cutscenes. It's just that the game has to focus on the GAME part more than the story, otherwise make a movie ffs. But nice thread OP.
