Some of the gimicks in 2 make the guns feel worse to use, yeah.
Most dahl guns feel bad, and almost all torgue AR's feel horrendous to use.

Nothing in the series beats bl1 shotties and revolvers

BL1 was lightning in a bottle and will forever be the best of the saga, everything else is slop

it does much better weapon scaling
you could use BL1 guns all the game long - for example masher revolver I bought at level 12 was still good at 50, because dmg scaling was gentle
BL2 and any further game has horrible dmg scaling where dmg at level 12 would be in hundreds but at level 50 in hundreds thousands

I want to also preface that I like 2, but yeah idk the guns feel punchier in 1 and they don't feel like total ass cancer to use straight from the beginning.
I fucking hated some of the dahl guns and most of the torgue guns in 2. I think ARs in general felt awful to use in 2.

the way enemy HP scales in 2 makes guns obsolete a LOT faster therefore they feel shittier to use, in 1 a nice weapon could last you 10-20 levels even more if you got lucky

The changes to the loot/gun generation system in 2 were a pretty big downgrade, everything became far too homogenized by brand. Borderlands 4 is an improvement finally but the licensed parts trickle in so slowly that you don't even get a full taste until you are out of content.
