She's a pretty archetypical Nomura heroine, someone who exists primarily to ground the party. As a result, she has less idiosyncrasies compared to the rest of the core cast, and is generally the "normal and relatable one", personality-wise. Her primary purpose is to support the protagonist mentally, a symbol to the protagonist that no matter how far they go, there will always be someone waiting for them. As a consequence of this role, she has very little in the way of charisma, but to make up for this, she was given massive breasts. The breasts serve to distract you from how boring she is.Other comparable heroines are: Rinoa from FF8, Kairi from Kingdom Hearts, Yuna from FF10 and Shiki from The World Ends with You. None of these characters have massive breasts, though, so they're ultimately less popular than Tifa.
