unironically, potos is the very best place in the game to level your weapon skill
you can use select to cycle between characters to move past the guy that blocks the gate into potos
since level skill is only determined by how many enemies you defeat, and since there are lots of easy enemies in the first area of the game, you relatively rapidly earn levels
too bad weapon charging is fuckin useless past the first level (which randomly activates anyway w/o charging)

I think enough time has passed that we can collectively admit that Secret of Mana kinda sucked. Like kinda sucked HARD. Yeah, the co-op novelty left a big impression as lads but the game was genuinely bad. It wasn't fun to play. The bosses were lame. The story was retarded. The characters were forgettable. It was ugly and the music sucked and it was half-finished and it showed.

Childhood is thinking Secret of Mana is a good game. Adulthood is realizing Secret of Evermore makes more sense.

True, but this is why you have the other characters attacking as well, to stagger the enemy while your weapon is still charging. Also, a lot of attacks are going to be just the regular 100% attacks and you'll only charge them when you can't get clean attacks all the time.

Also, you are right. The combat in Secret of Mana did kind of suck because of this. The first game (Final Fantasy Adventure) handled it a lot better.
