I used Chikorita in both Silver and SS to test how good or bad it really was, my thoughts are that despite its movepool being a little worse in gen 2, it was way more usable there because gen 2's levels are much lower and the enemies' movesets are much easier, Meganium was pretty hard to use by the time I got to Kanto in SS but generally lasted the whole game fine in Silver. Razor Leaf very early on was pretty neat, but that ends up being basically the only viable move for the entire game, Solarbeam is learnt too late to be reasonably relevant in gen 2 (finished the game at level 54) and Giga Drain is only 5 base power stronger and doesn't have a high crit ratio AND has terrible PP.Also neat that its attacking stats are equal, even if they're both mediocre, so you're free to make it mixed and give it Iron Tail or Earthquake, but they're still not spectacular on it. I find that Geodude makes a very good partner for Chikorita because Geodude completely fucks the first 4 gyms on its own, making up for Chikorita's inability to deal with them.tl;dr it's "okay" for the entirety of gen 2, it's "okay" for Johto in gen 4 but falls off big time in Kanto
