Though they are throwing money away by not at least shitting out a final DLC with Nagash and Thanquol. There is also Dogs of War which they appear to be doing. Besides that Boris Toddbringer becoming a proper LL which would be an easy FLC to sneak in somewhere unless they can think of enough Ulric based stuff and faction mechanic to push as a LL DLC. That was the main deterrent for why so much has been held back by modders as more and more of the technical hurdles have been overcome across the years. Even just from a technical perspective knowing what the finalised code is helps greatly since you generally don't have to worry about CA making code breaking changes with another patch out of nowhere. You are right though, we can only hope that CA at least unfucks it enough to be playable in the final patch so there is something to even work with.
