There’s no universal checklist for video games or should there be.
A game should be judged on its own merits.
There’s no need for ragdoll physics if the animations work well for what the game is trying to do.
The same goes for every other aspect.

Comparing small details to other games is pointless
not just because Bethesda and Rockstar MOG all of them,
but also because things like “mud on your clothes” don’t determine how much you’ll actually enjoy a game.

The Jak series had swimming animation and a dripping/wet affect.
The latter Tomb Raider games would have her model darken when wet and dry off.
Fatal Frame games had it as a mechanic
Eternal Quest had the model become darkened/wet if you went though puddles or got coated with blood.
MGS2/3 had characters get wet spots from puddles and water.
GTASA had wetness and swimming.
I don't know if racing games count but both he Driver and NFS games had cars drip/form puddles.
Later resident evil games had some form of wet/dry or had water drip off the character.
Like a lot of ps2 games had water drip off rhe character or just darken textures on a character. It's not super advanced but the effort was there.

He simply does a comparison to the prior game in the series (or the original vs remake) and then you (the viewer) can think whatever you want to think, if it's better, or worse, or a sidegrade.

That aside, crying about miniscule graphical details is a clear sign of the modern gamer's entitlement.
