That's the Scouring of the Shire, a bit of the last book left out of the movies. The Hobbits return home to find that the Shire has been invaded and taken over by a gang of common thugs, which they don't even entertain for a moment before starting a revolution against them along with the other hobbits who've been too intimidated until this point to put up a real fight. In the end, it turns out Saruman (who was locked up in his tower after the argument with Gandalf and the others after the ents flooded the place) is leading them, and tossed aside any semblance of nobility or grace. He's just a petty bastard trying to make the hobbits suffer, and ends up being killed by Wormtongue after Frodo spares him a second time.
