Microsoft is only interested in x86 which is proprietary locked down by Intel & AMD. They can't just produce a x86 CPU out of their ass, they need them.

because designing a CPU is not something easy. there's literally just a handful of people on the entire earth who can do it, and even less people who create machines that manufacture CPUs
