Because they'd botch it again.
They completely ruined the painted aesthetic when switching from 480p to 1080p because they didn't expand the effect radius to include more pixels.

The Zonai are from the future and are the children of Link and Zelda. Zelda has dragon blood now so the babies they made were half dragons.
No one liked them so they were sent to live on those new islands in the sky and eventually did some science and sent some of them back in time and that is how they survived the floods in Windwaker.

All of the Zelda games since TP take place in the dark realm. It's so obvious that's why everything is out of wack.
Nothing makes sense there and everything is chaos.
