Instead of continuing to make endless iterations of the same game, some greedy people tried to turn a franchise they didn't create into a gold mine that would boost their careers as CEOs or some shit. The result was such a huge failure that they practically killed one of the biggest franchises in what has become one of the largest entertainment industries.
If you want to see the opposite example of this, look at A-Train, which was born before Sim City and over the decades has received iterations of the same thing, taking advantage only of technological developments, and to this day the series receives new versions and is loved by fans.
