Honestly I never knew this was an issue until I heard people talking about it a decade later. Pressing the buttons to go in that direction was just a completely intuitive thing to me as a child.
I played Sonic 3 for the first time in like 2009 and I still got stuck on this. I can't believe people thought Sonic compared to Mario.
If you use the downthrust function of the bubble shield, you can just push it down enough. Me and my friend figured that out before we figured out the right way.

That's not how up and down work anywhere else in the game, and since those are how you look up and down the player has already been taught those have a different function. I think what's annoying about it is there's no other situation in the game that does this, it just locks you in and forces you to figure it out. It's weird.

The very first time I got to this I brute forced it by jumping up at the peak until it was low enough I got past. I remember because that's the only time I got even close to running out of time. I think I beat the level with like 15 seconds remaining or something.
