What was sega thinking putting 2 hours of fishing game in a sonic game?

They weren't

SA1 was a tech showcase for the dreamcast.

Exactly, they were showing off every trick the Dreamcast had up its sleeve. Big’s fishing was just Sega flexing water physics and analog control, even if it played like molasses. Whole game was stitched together like a demo disc but somehow it worked.

Because these games are from a different dimension

Tech showcases always make for the best games.

why did he draw the bulge

Dreamcast water was amazing and they wanted to show you that, also just because you're too retarded to read how to hook the fish on the controls page that's on the character select screen, or have any knowledge about how hooking a fish works that would make you think "hmm maybe I should tug the joystick when the frog is biting" doesn't make the game bad. It makes you dumb.
