It implies that Venom is about to go off and fight Solid which we know he loses. They don't show it because they don't need to. We have the original Metal Gear for that. They walked you right up to the line and let your imagination fill in the blanks with those beautiful sounds of warfare in the background. You are correct however that the game sucks from a story perspective and really dropped the ball. This little ending scene is one of the only legitimate moments in the game for tying it to the rest of the series and making it feel like a true Metal Gear game.
