The Judge is an in-universe representation of conflict, all its brutality and indifference and the way it will randomly occur and in some cases perpetuate itself, the same way Anton is representative of the unpredictability and unstoppable nature of evil. The point isn't that the two of them are spooky unkillable ghosts, but McCarthy probably wouldn't have had an issue putting in a scene where either explicitly tanks getting their head blown off to continue what they're doing if he felt it would serve the story.
