At first it was used to find servers in games without master server.

Then they actually hosted the master server for a lot of multiplayer games, including console games.

GameSpy Arcade was pretty redundant, but it allowed you to search for game servers without launching the game. At the time I found it magic that it could automatically detect installed games. It also had chat support, but who cares. Also you could access their game Planet sites, where they hosted the downloads, like demos, mods, maps, and they also had news, guides, etc, but you could as well access it via browser.

It was essentially a server list of active hosted games you could join, before games decided to just have that feature ingame and cut the middlemen.
