While I have no problem with the trope of the hero never killing, I do have a problem with the capeshit trope of villains escaping jail over and over again.One Piece does it perfectly. The main cast never kills. They don't even send the villains to jail. They just destroy their dreams and the humiliation is enough to make them never get in their way again.

They should just fudge it so that no matter what happens in an individual story, the status quo will always return to Joker having a low triple digit bodycount. High enough to still be an extremely dangerous psychopath, but low enough that throwing him in Arkham still seems like a viable option.
