When this happened to me last year, I provided the debit card I had on file with them, my PayPal email and screenshots of transactions, and my CD key for the Orange Box and I was back into my account in 30 minutes.

I didn't de-auth my old phone properly and sent them a ticket to switch to the old-email 2fa auth. Kept it that way every since since I hate phones. All I had to do was show proof of purchase of any game on the account and since I always kept my OG HL2 box around, took a pic of the cd-key that was used to active the account and that was it. Not sure what OPs problem is with proving to be the owner tho.
