What made you think that? Cream isn't Marine or Sticks, she's always been one of the most popular female characters in the franchise.

Also, I don't have the game but I don't know if that's a mod or just how that animation appears in-game, considering that Cream's white panties were briefly visible and I saw that she wears orange spats. I don't own Sonic Racing: CrossWorlds, so, i don't know.
