No they don't. 90% of the decisions you make don't ultimately matter. There's just 2 endings and which ending you get depends on prerequisites. The choices themselves don't really matter when the outcome is the same half the time. I'd rather just have a single well crafted story than writers trying to split focus on routes and outcomes. I think the best example of choices feeling like they mattered somewhat was maybe mass effect, but even then it fails under my above complaints. Still I was genuinely surprised to hear news in Mass Effect 2 talking about a optional choice thing I did in Mass Effect 1 but that's more a result of save transfers.

Somehow it offends me most of all in S.T.A.L.K.E.R. The leather jacket wearing bandits have no business acting all fearless when going up against my exoskeleton-clad walking tank with railgun. Out of the games I've played, only Tales of- games after a point actually started doing that for enemies but it was pretty much just giving enemies earlier access to more spells that you normally would encounter from them towards lategame. I forget at what point that became a thing, at least onwards from Eternia. Not that I've played every game from the series so no idea if they still do that. But even so the games also up the enemy HP pool and damage numbers for higher difficulty.
