Last tech excuse I've heard is that with any miniscule patch they needed to recompile and repackage the whole game file. Even if it's just a couple of numbers changed. While that could be somewhat true, it's still an excuse to not do any work, or try hard with new content being as interesting as old one. Maybe they bled too much technical specialists and just couldn't fix it or make a new dev pipeline.
Destiny is honestly almost at the level of Star Citizen of retardation and greed, it's impressive how it still exists.

The Bungie purchase is perhaps the single worst buyout in finance history.
Bungie owns no IPs worth anything, has nobody working it is that is worth keep hiring, and their cashcow is on its deathbed. They've brought nothing but shame and bad press.
