I've been thinking about getting a GBA to mod it, but the only consoles I see that are decently priced are all $100+. That's kind of a steep price for something I'm just going to tear apart. Should I just bite the bullet and buy one to mod myself, or buy a premodded one for about $250?

Because emulation doesn't do everything original hardware can. It's not portable, it doesn't have access to authentic copies of Pokemon and other games that need authenticity for trade, not to mention some games don't even work on emulation like Mother 3, due to certain features being made specifically for the handhelds.

Emulator handhelds really are the way to go, you get almost the same experience as playing on original hardware but with better screens and more options. They even make handhelds in the exact shape as the GBA like the RG34XX. I used to be an original hardware guy but its a waste of time and money.

I can only see 2 valid reasons to use a modded gba over a modded 3ds:
- links with other gbas
- connection to console possible
If you're not planning to use those features I'd recommend buying a 3ds instead. Or at least a gba sp since you'll be paying out the ass anyway.

GBA is extremely easy to emulate and download ROMs for. the emulators are also top notch and have tons of QoL features and few bugs. literally ZERO reason to get a GBA.

If you're confident in your ability to mod it, go for it. These things aren't gonna go down in price, so you may as well do it now if you have the money.
Skip Legacy of Goku 1, it's total trash. I have a weird nostalgia for it because it was my first DB game but LoG2 and Buu's A Furry are so much better. Also check out Advanced Adventure, underrated beat 'em up and probably the best DB game on the system.

I am assuming you're talking about the audio attack inputs, since that's the only "emulation issue" with Mother 3 that I'm aware of.
This issue truly has nothing to do with the actual emulation and everything to do with whatever your emulator and machine's sound configuration is.
For starters, use mGBA, change the audio buffer size to as small as possible without crackling and set the emulator process to realtime priority. If that doesn't fix the desync, the issue is in your OS or sound card's audio output configuration having too much latency and you'll have to muck with that.

Steam Deck has a much larger screen than any GBA model or even the New 3DS XL (Switch is around the same size). Borders don't matter. You can also set up the scaling to be higher quality than you get on 3DS. Higher quality as in "not blurry but without non-integer scaling artifacts", I'm not referring to trash like HQ2x etc. which nobody who's sane and has good taste uses.

Only if you REALLY love GB/GBA games and romhacks and absolutely HAVE to have 100% accurate playback.

Otherwise, you are probably better off doing the following

>buy a controller for your phone

With the cost of buying a GBA and modding it, you can probably find a used LCD deck for around the same price

Retroarch tries to make it as retard-proof as possible. That means you get 64ms of latency (plus whatever your OS has from mixing multiple channels together)
The general rule of thumb is to keep cranking latency down everywhere as much as possible until you get underruns (i.e. crackling)

Do you always watch movies stretched or cropped to full screen size too? Static black pixels are such a huge distraction which take you out of the experience after all. Or have you bought different displays for all the most common aspect ratios? (not only 16:9 and 4:3 but 2.38:1, etc. as well)

Power isn't the issue. The display aspect ratio and scaling is awful for GBA, which is what OP asked for. V90S is okay for other platforms but even then I'd sooner go with an RG35XXSP.
