The CSS situation is worse because they also send bots out that do some form of exploit that crash players at random. If a server is unpassworded and has any sizable amount of players eventually they'll show up. I don't think the sourcemod community has figured out a fix yet because the last one they figured out doesnt work with whatever these bots do.

Source dedicated servers should be tied down to Steam account, and if someone fakes the servers or spoofs the playercount, the account should be game banned
