I don't think any of them would claim that 30 is preferable to 60 with some isolated dropped frames BUT i think perceptually even a 40 without consistent frametimes looks smoother than a synched 30 and feels much more responsive... a 30 cap only makes sense to me if you're at like 33 frames per second or something

People that bitch about DLSS have a point to an extent in that developers are aiming low and letting DLSS compensate for their inability to code, it allows them to be lazy.
On the other hand, if you eliminate DLSS completely, GPU's would triple in price overnight.

frame time inconsistencies, or essentially how long a frame stays on screen for. vsync is supposed to regulate that but sometimes the game might not render the frame in time for the intended target refresh rate (one frame every 33.3ms for 30fps) so it might show a frame for 50ms then the one after that for 16ms before everything gets back to normal. with some games "normal" never really happens so you get 30fps, but it's made up of a mix of 16ms frames and 50ms frames trying to correct how consistently frames get shown.

of course, you can ditch vsync and get screen tearing where frames just get sent out before they're fully rendered but that's just gross looking
