Because they're authoritarian and extremely strict. Anyone who acts a little out of line is harshly punished.

Bad guys have bad reputations so they more to prove. They need to honor deals in order to get people to trust them.

Good guys have nothing to prove since they've already got good reputations. They can cheat, steal, and lie as long as they don't do it too frequently.
