I get more FPS in Persona 5 Royal on Win 11 than SteamOS/Bazzite.
For me on Win11 Persona 5 can run at a nice solid 90fps everywhere.
But on SteamOS/Bazzite I noticed the FPS had dropped to 56.

nVidia is a subpar experience on Linux and a lot of things just don't work, like the gaming mode/big picture mode, Waydroid, etc.. A PC SteamOS would be an Intel/AMD only experience. And that alienates 75% of Steam users. So Valve cannot make a SteamOS for PC because nVidia is holding them back. This means whether Linux pulls ahead depends a lot on the game itself. On nvidia it won't. On AMD it likely will and also get better framepacing but there are games that perform better on Windows still.

True. But to be more precise, these are about graphics APIs, basically how the game tells your GPU to draw shit. The rest of the job is done by wine/proton.
Also, they technically work on Windows too, but it's only useful for making games with retarded old renderers run well, like GTA4 or New Vegas.
There is also wined3d, which is the original inbuilt wrapper for D3D2-11 to OpenGL in wine, but it only works well for everything D3D7 and older. D3D8/9 is an option, but usually a lot better on DXVK except for the occasional visual novel, D3D10/11 sucks hard on WineD3D, and D3D12 doesn't work at all.

Vulkan to Vulkan doesn't need translation, they just pass it through since it's the same API, except maybe for some window shell integration shit which is easy enough to translate. But it's only about graphics.
The rest of the game is translated through wine/proton.
Wine is the original project to run Windows programs on Linux that actually began in the early 90s, basically an open-source reimplementation of Windows APIs. It actually handles most of the translation for your games that isn't graphics, usually pretty well. But it kinda historically had problems with translating graphics in particular, so eventually DXVK and then VKD3D appeared and did it better. Eventually Valve started financing them too.
Proton is a gaming-specific fork of wine by Valve where they added some patches, changed some configs, made DXVK and VKD3D built-in and integrated it into Steam. It's mostly still wine but made more convenient for gaming in particular.
So in this Vulkan->Vulkan case wine/proton do most of the translation, but it's boring minutia and not fancy graphics translations that affect FPS a lot, so most people don't care.

I don't agree about the top. 20-ish years ago, when I was testing all the spots, right side was the worst because it interfered with closing fullscreen windows and the natural motion of swipe top-right and click without looking. With auto-hide, it would also block the scroll bar, which was just a mess. Top had some conveniences, like you said, but it has the same diminished screen real estate as bottom and the same problem of cockblocking the close button. It moves the top bar if always displayed and blocks it if on auto-hide.

Left is the only side that is truly out of the way at all times, and it is even more so when my 2nd monitor is on the left. With the Steam Deck, they came out with Steam OS version 3. So far, they never released whats inside. And they only provide an installer for the Steam Deck itself. People say its Arch Linux KDE edition with some special hardware drivers they want to keep secret, but we don't know for sure.

Because the top IS some magical "better" spot. For the OS, it's the same reason a window puts all of its window information and control buttons at the top (icon, title bar, min, max, close). Not a chance. The AI bubble is currently holding a huge chunk of the US economy and Microsoft is one of the most important companies within the bubble. Neither Microsoft nor America can afford the bubble to crash.
If the bubble starts showing signs of crashing, Microsoft will still keep the AI features. They'll just scale them down a bit so that running things becomes cheaper.
And even if the bubble crashes, most companies will not be harmed at all. The gov will just bail them out.

Vulkan is lower level than d3d, it can be effectively used to make d3d implementation that has no negative performance impact. Wine implements windows APIs. Wine's implementation of windows APIs is just better than windows own implementation. There's no emulation. Just translation layers. Even windows has translation layers (compatibility modes and dlls that reimplement old stuff). Also yeah, Linux mesa graphics stack is so good that AMD's slowly moving to use it on windows as well.

The biggest selling point of SteamOS and the reason a lot of people would prefer to use it over a regular Linux distro is the simple fact that the Proton integration within SteamOS pretty much makes any piece of Windows software run flawlessly provided you open it through Steam. No need to fuck around incessantly with WINE settings or anything of the sort. See that's why they say that "wine is not an emulator" because of misunderstandings such as these. To illustrate my point lemme fix what you just wrote:
Linux: [game] -> [d3d12] -> [windows API] -> [wine (which includes vkd3d)] -> [driver]
Windows: [game] -> [d3d12] -> [windows API] -> [windows native libraries] -> [driver]
Wine is an implementation of the Windows API. API is a contract, it specifies what the program implementing the API expects to be given as input and specifies what it'll give as output. So when a game uses an API, it doesn't care how the API is implemented, it only cares that it gives the correct inputs and handles the outputs properly.
In that sense Windows is an implementation of the Windows API. Wine is an alternative implementation of the Windows API that is not tied to Windows' own operating system and because it's open source it's easier to see how it's made and make appropriate changes to make things faster, without having to wait for Microsoft to care.
To put it another way Wine developers wrote Windows code that is better than Windows itself.
