France historically had by far the largest population in Europe and that was still the case at the time, and the Revolution was paired with them figuring out the concept of Levee en Masse (there's a reason it's a French term) which meant they could utilize that huge population to devastating capacity, and this was combined with them being a fully modern country at the time that also discovered the idea of canned rationing allowing for rations to last much longer without spoilage. They were basically at the cutting edge of military warfare and had a gigantic population behind them as well, it was impossible to truly destroy them by that point. They lost that population edge shortly afterwards as their divergent birth rates caught up to them (If France had a similar birth rate evolution to England there'd be over 300 million French today), but at the time even just the idea of carving them up after Napoleon was unfeasible as the rise of nationalism would have led to impossible to contain revolts for the other European powers.
