That quote isn't even accurate. Many cases of being first actually be liability, often it's being second and doing it better than who is in first especially if there's huge efficiency gaps. Really the best position in the market is to be agile enough to pivot to trends while having enough resources to diversify into multiple ideas with competence. Also cheating is for short term gain and almost no one survives with cheating as a strategy over a long enough timespan unless they're equating cheating to "playing the rules to maximum benefit" which is really min/maxing and not cheating at all.

They've secretly been wanting to curb the trading market without completely destroying it so it can still be used by players who actually play the game while discouraging financial speculators before some government begins to take a hard look at how insane it's become and slams valve with tremendous fines.
