I think it's half that and half new writers coming in trying to make 'epics' out of their SCPs. You'd have entire short stories basically of varying quality on their own, but as an SCP part of the collective it felt like it was trying too hard to stand out. It was more fun when there were groupings of SCPs under one group or banner that could be vaguely connected to each other like that (Church of the Broken God is my favorite) but now you'll have entire articles linking to other ones and so on trying to make some sort of big lore about it to rival the Scarlet King. Individual SCPs can be bad and not shit up the overall body of work, but this genre of SCP specifically has really hampered what the goal of the writing prompt is.

Anytime you look around you might catch 096, anytime you're NOT looking up 173 might sneak up behind you, at any point some SCP that's literally just a fucked up monster that shanks you for no reason and doesn't have a "catch" or condition to avoiding it, just an asshole that will bite your buttcheeks off like the lizard things with the voices, might get loose
Walking down a hallway? Random creature there ready to snatch you. Opening a door? Boogeyman behind the door. Opening a bag of pecans? Pecan SCP throws pecans in your face and the pecans make you gay.

also i think some people, particular chicks and hormonal teenagers, are just into character drama and every genre, world and piece of media is just a backdrop for drama for them
they don't like sci-fi, they just want drama in a science facility with monsters as the facilitators for drama
they can't into cool monsters or weird supernatural shit, they could do with a coffee shop au, but they wanna get into this community and they vaguely like SOMEthing about the science aesthetic, as shallow as it is, so they write coffee shop AUs in a lab and call it a day

These SCPs that try to re-invent old ones or make random ones connected or these gigantic verses with a bunch of connected ones with walls of text stories spread across them are utter garbage.

Nowadays new writers use it to circumvent the holes in their knowladge because this shit is written by people who are just using it to prop up their OCs so they're not actually into crazy science shit so they use those black bars to cover up plot holes and information they don't have about stuff like equations or real life science or things they're not too creative to come up with
