Valve can't even make a full AAA title if they wanted to, they are hovering around 300 employees. Their headcount would need to increase ten fold to make anything like that happen.

Do you have ANY IDEA how intense that would be? Steam OS is a Linux distribution, it is already piggybacking off the work of thousands of other people. They can't just write an entire OS from scratch unless it's the 10000th linux distribution in which case who cares?

The good thing is if they can make SteamOS popular enough it will defragment the linux community and work will be focused on arch and get pushed downstream to SteamOS.
