It's more laziness than anything else. Auto-weights are so good these days you don't need to delete underlying faces a lot of the time, such as on a foot where toes aren't rigged individually. An extra ~100 vertices means nothing.

Ideally you would delete all the unseen parts, but in practice this gets skipped a lot. Its usually probably just to save time, but sometimes its just a dumbass modeler who does not realize that it still gets rendered. If its feet all you lose is some performance so its not bad, but in some cases they leave in bare titties and then the puritan rating organizations can contractually force you to pay them a huge fine.
